What is a "child with a disability"?

In Mr. I v. Maine School Administrative District No. 55, the district challenged the child's entitlement to any special education services. claiming that a child is entitled to such services "only if the sutdent's condition imposes a significant negative impact on the child's educational performance . . . limited to those areas of performance actually being measured and assessed by the local unit, in accordance with law." The First Circuit declined to accept this standard.
